Section 40B
Arrangements for study, training or study visits

(1) The relevant ministry, commission or secretariat shall prepare and send the related details to the Ministry of General Administration every year for sending their subordinates to study, training or study tour.
(2) After receiving the information according to sub-section (1), the Ministry of General Administration shall calculate the number on thematic basis for study, training or study visit and send the details to the National Planning Commission.
(3) In the name of the Government of Nepal, the opportunities related to study, training or study visit received in the name of the National Planning Commission and other government bodies, the following committee will be in place to judicially distribute all the services including the Nepal Administrative-Parliament Service, Nepal Health Service -
(a) Chief Secretary to the Government of Nepal – Chairman
(b) Secretary to the Ministry of Finance – Member
(c) Secretary to the Ministry of Law, Justice, Legislative Assembly and Parliamentary Affairs – Member (d) Secretary – Member of the National Planning Commission (e) Secretary to the Ministry of General Administration – Member Secretary
(3A) The annual report related to the activities related to the distribution of study training or study tour opportunities received in accordance with sub-section (3) shall be submitted to the State Management Committee of the Administrative Parliament.
(4) The Ministry of General Administration will distribute the opportunities according to the decision of the committee under sub-section (3).
(4A) According to this section, the employee who has gone on foreign study, training or study tour shall prepare a related report and submit it to his office after completing such study, training or study tour.
(5) The grounds for nomination for study, training or study tour shall be as prescribed.
